The West End Community Empowerment Project (WECEP) OF Lexington, Inc is a grassroots project designed and implemented by the community which it serves. Established January 5, 1995 by Tanya S. Clark, social worker, Melvin E. Cowan, Sr., program administrator of the LFUCG – Division of Youth Services, and Dora M. Hudson of the Veterans Administration Hospital. WECEP was incorporated in 1996 with the assistance of Mrs. T. Renee Mussetter and received its 501 C3 non-profit status in August of 1998. The project received its first grant from the United Way of the Bluegrass.
WECEP was originally designed to serve the needs of the community adults. However, as we became a more established service institution it became apparent that the most important service WECEP could provide was after school and out-of-school programs for children aged 5-17.
